Doing Business With OVS

The New York State Office of Victim Services (OVS) routinely enters into State Operations Contracts for services to support agency operations. The following are standard contract related materials and resources for vendors considering entering into or already under contract with OVS. Please note, general conditions and many administrative requirements are subject to change and are contingent upon scope, agreement and nature of services rendered. 

New York State Executive Law Article 15-A § 310-318 establishes obligations for state agencies and contractors in order to enhance opportunities for minority and women owned business enterprises (MWBEs) in New York State. The objective of Article 15-A is to promote equitable access to economic opportunities for MWBEs by eliminating barriers to their participation in New York State contracting. The current New York State required MWBE goal is set at 30%.

New York State Executive Law Article 17-B governs requirements for the participation of service-disabled veteran owned businesses (SDVOBs) in New York State. The objective of Article 17-B is to expand opportunities for SDVOBs primarily through increased participation in New York State contracting. The current NYS required SDVOB goal is set at 6%.
